    Ian planted the discarded gloves in EJ’s apartment. He saw EJ ditch the gloves. I am thinking either Ian is the shooter, or that he hired the shooter.

    Another possibility is that he really thinks Kate shot Stefano. Therefore he is anxious to frame EJ.

    I suspect Ian, too.  Another reason could be that Ian wants to frame EJ so that he (Ian) can take over the whole town.  He seems to be one greedy, envious, evil dude, and I wouldn’t put anything past him.
